Desentralisasi Fiskal adalah pelimpahan kewenangan kepada daerah untuk menggali dan menggunakan sendiri sumber-sumber penerimaan daerah sesuai dengan potensinya masing-masing (Sidik, 2002; Bird dan vaillancourt, 2000). Di era otonomi daerah, Desentralisasi Fiskal sangat menentukan keberhasilan pelaksana-an otonomi daerah mengingat dengan adanya Desentralisasi Fiskal akan dapat meningkatkan efisiensi ekonomi, perbaikan akuntabilitas, dan peningkatan mobilisasi dana (Bird & Vaillancourt, 2000).
